New Zealand city aims for 'college campus' rebuild

WELLINGTON, New Zealand (AP) ? A convention center, sports stadium and performing arts complex are among the big projects planned for a new-look downtown Christchurch after the New Zealand city was reduced to rubble by an earthquake last year.

Essentially given a blank slate, government planners on Monday unveiled a blueprint for the city that replaces office towers with green spaces, urban apartments and innovation "hubs" they say will give the city the feel of a college campus. Under the plan, the city will be smaller, the buildings lower in height and constructed to higher earthquake standards.

The plan has been eagerly awaited. It has been nearly 18 months since the magnitude-6.1 quake struck, killing 185 people and irreparably damaging 1,400 downtown buildings including the century-old Anglican cathedral in the city center.

"It will be safe, modern, green and will leave a legacy that makes Christchurch one of the best places in the world to live and work for many generations to come," Christchurch Mayor Bob Parker said in a statement.

Many residents have become frustrated at the slow pace of recovery in Christchurch. Hundreds of substantial aftershocks have hampered progress and made insurers skittish, while government and city officials, including Mayor Parker, have been accused of dithering and bickering. Even before the plan was released, some wondered if they would end up footing a chunk of the bill through rate hikes.

Yet for many, the plan is a welcome step forward. Some see it as a unique chance to correct problems in the city, such as an excess of older-style office space that was evident even before the earthquake. The plan also comes as the aftershocks appear to be finally abating.

Government officials have not yet identified an overall cost for the rebuild or specific funding sources for all the new projects. Nick Bryant, a spokesman for earthquake recovery minister Gerry Brownlee, said Monday that the funding will come from a variety of sources, including local councils, private investors, insurance payouts and from the central government, which has so far set aside 5.5 billion New Zealand dollars ($4.4 billion) for the recovery efforts.

Under the plan, the city would be bordered with green spaces and the overall design would give more emphasis to the winding Avon River. An earthquake memorial would be given prominence, as would a Maori cultural center. The central city square would be divided into a number of smaller public gathering spots.

The city would be broken into a series of hubs featuring related activities. For instance, there would be a health precinct anchored by a hospital, a justice precinct with courts and a police station, and a retail precinct with stores.

The plan identifies sites for big infrastructure projects including a prominent library and a convention center with the capacity to hold 2,000 people that would overlook the river. There would also be a covered sports stadium seating up to 35,000 people built in the city's southeast and an indoor aquatic and recreation center built in the southwest.

In a release, New Zealand Prime Minister John Key, who grew up in Christchurch, said it was important to identify sites for the major new projects so that private developers could begin planning hotels, restaurants and stores to complement them.

"I am delighted to see this plan for new development and to know that construction will soon be underway to rebuild my old hometown," he said.

Minneapolis activists getting ready to march on the RNC | Fight Back!

Minneapolis, MN ? Twin Cities activists came together for a fundraising party here, July 27, to help pay the transportation costs for the vans that are heading to the massive march on the Republican National Convention in Tampa, Florida. The event, organized by Students for a Democratic Society (SDS), brought in more than $600.

?In 2008, we helped organize a powerful demonstration at the RNC here in Minnesota,? said Tracy Molm of SDS. ?This August, Minnesotans will be going to Tampa to send the Republicans a message. We want good jobs, health care, affordable education, equality and peace.?

Linden Gawboy of the Welfare Rights Committee is helping to coordinate the trip to Tampa. ?Sign up for the trip to this historic protest. The rich and their bought and paid for politicians are waging a war on poor and working people. The RNC is the place where we are going to fight back.?

The Coalition to March on the RNC is organizing a large demonstration on August 27, the first day of the Republican National Convention.

Former UFC heavyweight champ Frank Mir has done us all a great service by agreeing to meet Strikeforce Heavyweight Grand-Prix winner Daniel Cormier in the Strikeforce cage this fall.? After all, the other opponents rumored to have been under consideration ? Tim Sylvia, Josh Barnett (again), KJ Noons sitting on Ryan Couture's shoulders ? weren't really options at all, and who else is there on the Strikeforce roster to challenge Cormier?? The answer is no one, and with Mir shucking the bonds of the UFC for a one-time-only crossover bout, we get to have a match-up that's compelling on paper and will likely be very fun to watch.?

However, the move doesn't address the other glaring holes that need to be filled in the roster of the House That Scott Coker Built.? Strikeforce lightweight champ Gilbert Melendez has beaten everyone that matters in his division, middleweight champ Luke Rockhold is without a worthy foe, and gosh darn it, you can only spread Keith Jardine so thin.? So who else should the UFC send over to fill Strikeforce's ranks?? Sure, the dough and exposure is nowhere near as great compared to what you get for fighting in the Octagon, but look at Nate Marquardt.? The ex-UFC welterweight waltzed in, put up a heck of a fight against Tyron Woodley, and is now the owner of a shiny new belt.? For the fighters, there is certainly value in crossing over.? Here, then, is a list of fighters on the UFC roster who could be prime candidates for taking the Strikeforce fieldtrip.? It is by no means complete ? please, feel free to add to them in the comments.? And if you disagree with my suggestions? picture me sad.? So very sad.

  • Evan Dunham ? At one time, the word on the street was that the brass wanted B.J. Penn to take on Melendez in Strikeforce.? But Penn is too much of a viable pay-per-view commodity, and it would've been senseless to waste him on the subscription-based channel Showtime.? Evan Dunham, though, is another story entirely.? The jiu-jitsu specialist had a pretty good win streak going before he was outpointed by Sean Sherk at UFC 119 and smashed by Melvin Guillard at UFC: Fight for the Troops 2, and his well-rounded skills could conceivably give Melendez fits no matter where the fight goes.

  • Clay Guida ? Fast, frenetic, and fun when he wants to be (i.e., when he's not running away for five rounds), Clay Guida could definitely make Melendez miserable in the cage.? Besides, what's left for him in the UFC?? It would take Ben Henderson, Frankie Edgar, Gray Maynard and Nate Diaz all slipping on banana peels and breaking their legs before Guida could come close to tasting championship glory.

  • Gray Maynard ? As a former "wrestling man-blanket" turned "dangerous slugger", Gray Maynard could stuff Melendez's takedowns, squash his jiu-jitsu, and hit "El Nino" so hard his pet parrot dies.? Also, what else is the UFC going to do with Maynard?? If Edgar reclaims the lightweight championship from Henderson, watching Maynard and Edgar go at it once more is about as palatable as a plate of dirt.?

  • Thiago Alves ? Once upon a time, Thiago Alves was in contention for the UFC welterweight title.? Those days are gone now, but that doesn't mean that Alves isn't skilled and dangerous enough to make waves among Strikeforce's welterweights.? Maybe, maybe Woodley could hold Alves down for three rounds.? Maybe not, though, and Alves is just capable enough to beat him and beat Marquardt and take the belt.

  • Jon Fitch ? UFC welterweight king Georges St. Pierre mauled him, Johny Hendricks KO'd him, and he drew with Penn.? However, other than that, Jon Fitch's run in the Octagon has been flawless.? Boring, but flawless.? Do you think Marquardt can prevent Fitch from hugging him to death?? I don't.? And I'd wager that once Fitch stepped into the cage to face Woodley, the two would stare at each other for a full fifteen minutes, unsure of what to do.

  • Chris Leben ? UFC middleweight stud Chris Leben is good for about two or three fights a year before his annual steroid suspension forces him to sit on the sidelines, so why not let him do those bouts in Strikeforce?? In terms of skill set, he's got enough grappling to keep Rockhold from really hurting him.? As for his striking? yeah, no way could Rockhold eat one of those concrete fists and survive.

  • Vladimir Matyushenko ? Look, it's not like any of the Strikeforce light-heavyweights can hold onto the belt for any length of time, but it's boring watching the same three guys fight for it over and over again.? Put Vladimir Matyushenko in there against Mike Kyle, Gegard Mousasi and Rafael Cavalcante and let's see where it goes.?

Worries about future pummel Zynga shares

(AP) ? Zynga investors are not playing games.

After Zynga's dismal second-quarter earnings report and still dimmer outlook, shares plummeted 40 percent. At least seven analysts downgraded the online games maker and several raised questions about its long-term relevance.

Zynga Inc. cut its full-year guidance sharply Wednesday after reporting a loss and revenue below Wall Street's expectations. Though both user numbers and revenue increased, analysts were expecting much more.

In turn, Goldman Sachs and others downgraded the stock and lowered their target prices.

Problems are myriad for the maker of "FarmVille" and other Facebook games. The company's bleak outlook was due to the sharp drop-off of users of Zynga's most profitable games, delays in developing new games, the growing pull of Facebook's mobile app and because Facebook has changed the way it promotes games, said Goldman's Heath Terry. He cut Zynga to "Neutral" from "Buy."

Zynga's mobile games, such as "Words With Friends," are popular but don't make as much money as the Facebook versions. And Facebook makes up nearly all of Zynga's revenue.

Facebook Inc. recently changed the way it recommends applications to users in a way that favors newer games rather than older ones such as Zynga's "FarmVille." But Cowen analyst Doug Creutz thinks the weak report isn't just about Facebook's changes.

"We are skeptical that Zynga's (paying) player bases on titles like 'FarmVille' and 'CityVille,' which have been around for years, simply forgot to play without proper prompting via their news feed," he wrote in a note to investors. Rather, he said, he thinks users are shifting from PC-based social games to mobile gaming.

"We think this shift is likely permanent and ongoing, threatening Zynga's largest business segment," he said, keeping his "Neutral" rating.

A few analysts remained positive. Baird analyst Colin Sebastian called the quarter a "big reset of expectations" for investors, and the stock will suffer. But he still believes that over the long term, Zynga will benefit from the growing market for social and mobile games. He kept an "Outperform" rating on Zynga's stock but lowered his target price to $6 from $13.

Zynga's stock is down $1.99 at $3.09 in afternoon trading. That's its lowest level since Zynga went public in December and nearly 70 percent off its IPO price of $10.

Zynga's bad news dragged Facebook's stock lower too. Shares of the online social networking company dropped $2, or 8.8 percent, to $27.34 a few hours before Facebook was scheduled to report its second-quarter earnings, its first as a public company. In 2011, 11 percent of Facebook's revenue came from Zynga.

WORLD NEWS TOMORROW SYDNEY ?? The Australian government on Tuesday dropped its court battle to seize profits from a book written by a former Guantanamo Bay detainee, saying his admissions of terrorist activity before a U.S. military commission could not be relied upon.

David Hicks, an ex-kangaroo skinner and Outback cowboy, said he felt vindicated by the decision. He was captured in Afghanistan in 2001 and spent more than five years at the U.S. prison camp in Cuba. A plea deal in 2007 allowed him to return to Australia to serve a nine-month prison sentence for providing material support to al-Qaida.

Last year, the government launched court action against Hicks, arguing that he should not be allowed to profit from his autobiography, ?Guantanamo: My Journey,? because he is a convicted criminal. Hicks is believed to have made around 10,000 Australian dollars ($10,300) from sales of the book.

On Tuesday, prosecutor Lionel Robberds told New South Wales state Supreme Court Justice Peter Garling that the government had decided to drop the case. In a statement, the prosecutor?s office said there wasn?t enough evidence to continue.

In Australia, criminals can be sued for money that a federal court determines is proceeds from their crimes, including indirect profits from book and movie deals. But it was unclear whether Australia?s criminal profit law applied to Hicks because he pleaded guilty before a U.S. military commission ? part of a justice system that has been widely criticized by lawyers and governments as unfair.

Hicks? lawyers had argued that their client could not be sued under Australia?s criminal profit law because the conditions at Guantanamo amounted to duress. In a statement Tuesday, Hicks? legal team said the commonwealth decided to drop the case weeks after the lawyers provided evidence of the circumstances under which Hicks pleaded guilty, ?including instances of severe beatings, sleep deprivation and other conditions of detention that contravene international human rights norms.?

The Commonwealth Director of Public Prosecutions said in a statement that Hicks had provided ?evidential material not previously available? to prosecutors after the initial legal challenge over his book profits was launched. The prosecutor?s office did not explain what that evidence was, but said it subsequently decided that Hicks? admissions to the U.S. military commission could not be relied upon and opted to drop the case.

Justice Garling ordered the government to pay Hicks? court costs.

?In a way I feel that this has cleared my name,? Hicks said outside court following the hearing. ?I hope that now the Australian government acknowledges that Guantanamo Bay and everything connected with it is illegal.?

Hicks was captured in Afghanistan by the U.S.-backed Northern Alliance in late 2001. In his autobiography, he wrote that he had undergone military training in Afghanistan at a camp that al-Qaida?s former leader Osama bin Laden visited, but he denied that it was terrorist training.

He wrote that he admitted to a charge of providing material support to al-Qaida so he could escape Cuba. He said his only options were to plead guilty to a crime he did not commit or commit suicide.

Record Penn State fine to help abused kids

The NCAA's unprecedented $60 million fine against Penn State will hurt the university in its pocketbook. The silver lining is that it will help plenty of abused kids, and it could even wind up preventing abuse ? if it is distributed carefully, child welfare advocates say.

As part of its punishment over the Jerry Sandusky sex abuse scandal, Penn State agreed Monday to pay $12 million a year for the next five years into an endowment to fund programs for the detection, prevention and treatment of child abuse.

Penn State and the NCAA have not settled on the procedure by which the money will be given out. But for nonprofit organizations living hand to mouth after years of cutbacks in state, federal and foundation aid, the cash could have a huge impact.

"You're not going to find anybody in our line of work who's going to say, 'No, we're good,'" said Chris Newlin, executive director of the National Children's Advocacy Center in Huntsville, Ala.

"I think whenever there's pot of money, people will hover," added Debra Schilling Wolfe, executive director of the Field Center for Children's Policy, Practice & Research at the University of Pennsylvania. "It's like drawing flies to honey."

The NCAA walloped Penn State with sanctions on Monday, including the fine, a four-year bowl ban and a sharp reduction in the number of football scholarships it may offer. The governing body acted swiftly following a report by former FBI Director Louis Freeh that accused coach Joe Paterno and three top officials of hiding child sexual abuse allegations against Sandusky more than a decade ago to protect the school and its powerful football program.

Sandusky was convicted last month of 45 counts of abuse of 10 boys. He awaits sentencing.

In a statement after the NCAA announced the sanctions, Penn State President Rodney Erickson said the $60 million fine will help the school meet its mandate to "become a national leader to help victims of child sexual assault and to promote awareness across our nation."

With so many organizations nationwide expected to vie for the cash, Penn State should set up a competitive grant program to set priorities and make sure the funds are given to organizations with a record of success, said Delilah Rumburg, chief executive officer of the Pennsylvania Coalition Against Rape. And the funding decisions should be made by an independent body of experts, she said.

"It has to be very well thought out," said Rumburg, who spoke with a Penn State vice president on Tuesday about the process by which the funds will be granted. "Because if you just randomly and without forethought make decisions, it won't have any impact at all."

Even before the NCAA fine, Penn State had sought to make amends over its failure to protect the children that Sandusky molested on campus.

Rumburg's group, which operates rape crisis centers across the state, received a $1.5 million donation from Penn State out of its 2011 Big 10 bowl proceeds. Another $1.1 million in bowl revenues went to Penn State's new center for child abuse research and treatment. And Penn State alumni have raised nearly $540,000 for the Rape, Abuse & Incest National Network, which bills itself as the nation's largest anti-sexual violence organization. The donations went to RAINN's sexual assault hotline, an anonymous instant messaging service that allows victims of sexual abuse to speak about their trauma.

Scott Berkowitz, RAINN's founder, said the donations allowed him to add staff and cut wait times in half. But with usage up nearly 50 percent since November, RAINN needs all the help it can get, he said. Berkowitz expects to pursue some of the NCAA money.

"Every time we add staff to our online hotline, the usage of the hotline jumps significantly. That tells us we are not even close to meeting all the demand," he said. "If we were able to double staffing, that would mean we are providing counseling to an extra 40,000 people a year."

David Finkelhor, a professor of sociology and director of the Crimes against Children Research Center at the University of New Hampshire, said the NCAA and Penn State should work with experts in the field to chart a course for the endowment money.

One idea, he said, would be to devote it to protecting students or children in athletics, where coaches, team volunteers or even kids themselves can be sexual predators or abusers.

"What happened at Penn State could have happened at many, many places," Finkelhor said. "It isn't as though other universities would have been so quick to blow the whistle if it meant casting a pall on their very lucrative and prestigious football program."

Newlin, of the National Children's Advocacy Center, said he hopes the $60 million will be used to attract contributions from others, including corporations.

"Why limit it to this $60 million from Penn State?" Newlin asked. "Why don't we combine these resources from all over and have those funds available in perpetuity to help our grandchildren? That truly is taking an ugly and horrific situation and turning it into something fundamentally positive."

Tim Cook: Customers aren't looking for tablets, they're looking for iPads

During the Q&A following Apple's Q3 2012 conference call, CEO Tim Cook was asked about the competition the iPad faced from smaller, lower priced tablets like the new Google Nexus 7. Cook's answer, paraphrased, was that there remains no competition to the iPad.

The iPad 2 was reduced in price to $399. It's done very well. The new iPad is the most popular but the iPad 2 did very well, particularly in K12 (primary education). Apple sold 1 million units in that space. Apple's been very aggressive and they don't see changing that.

And what competition? Apple has seen many tablets. 100s of them over the last year. They've yet to see any of them gain any traction. When it comes to apps and experience, Apple feels most customers aren't looking for a tablet. They're looking for an iPad.

Cook also once again pointed out the phenomenal growth curve the iPhone, which has been faster than both the iPod and the iPhone, and had a blow-out 17 million in unit sales this quarter alone (which didn't even include this week's launch in China).

Neither Cook nor Apple Chief Financial Officer, Peter Oppenheimer would discuss future product plans, and fended off any attempts to probe them about rumored devices like the iPad mini.

However, Oppenheimer did mention that there would be a product transition coming up that was factored into Apple's next-quarter forecasts. iPhone 5 could certainly fit that bill of materials. But so could other devices.

Apple, of course, remains excited about their future product pipeline. If they do, in fact, address even lower price points, we all might be...

(AP) ? One of five men charged with plotting to bomb an Ohio highway bridge pleaded guilty Wednesday and agreed to testify against his co-defendants.

Anthony Hayne, 35, of Cleveland, pleaded to all three counts against him in U.S. District Court. His attorney, Michael O'Shea, said Hayne hopes to get leniency in return for his testimony.

Authorities have called the men anarchists, and investigators say the group planted what turned out to be a dud bomb provided by an FBI undercover informant on a bridge south of Cleveland and then tried to detonate it.

The defendants could face life in prison if convicted.

The five were charged with plotting to bomb a bridge linking two wealthy Cleveland suburbs by placing what they thought were real explosives at the site and repeatedly trying to detonate them using text messages from cellphones, according to the FBI affidavit.

Syria rebels say chemical weapons moved to borders

Rebels accused strongman Bashar al-Assad on Tuesday of moving chemical weapons to Syria's borders, a day after his beleaguered regime said it would use its stockpiles if attacked.

Helicopter gunships strafed rebel neighbourhoods of second city Aleppo, as heavy fighting forced the closure of a third of the shopping malls of the commercial capital, pro-government media said.

The rebel Free Syrian Army said the chemical arsenal had been moved in a bid to pressure the world community, much of which has called for Assad to step aside in the face of the more than 16-month uprising against his rule.

"According to our information, the regime began moving its stocks of weapons of mass destruction several months ago... with the goal of putting pressure on the region and the international community," said the FSA.

"We also reveal that Assad has transferred some of these weapons and equipment for mixing chemical components to airports on the border," it added.

Foreign ministry spokesman Jihad Makdissi acknowledged on Monday that Syria has chemical weapons and said the regime would use them if attacked by outsiders, although not against its own civilians.

"Syria will not use any chemical or other unconventional weapons against its civilians, and will only use them in case of external aggression," he said, in remarks that triggered a torrent of condemnation, including from ally Russia.

US President Barack Obama warned Assad not to make the "tragic mistake" of unleashing chemical weapons.

"Given the regime's stockpile of chemical weapons, we will continue to make it clear to Assad and those around him that the world is watching," said Obama.

Moscow said it "would like to underline that Syria joined" a Geneva protocol on the non-use of such weapons and "presumes that the Syrian authorities will continue to rigorously abide by its assumed international obligations".

Israel said there was no cause for alarm.

"At the moment, the Syrian regime is fighting for its very existence, but all of its chemical weapons and its weapons of mass destruction are under full control of the regime," defence ministry official Amos Gilad said.

Israel's armed forces chief added: "As of this moment, Assad has control over the stockpiles," and "as far as we know, they have not yet passed into negative hands, but it doesn't mean it won't happen."

On the political front US Secretary of State Hillary Clinton insisted that President Assad must hand over power and said Washington was stepping up its support for the opposition.

"We have to work closely with the opposition because more and more territory is being taken and it will eventually result in a safe haven inside Syria which will then provide a base for further actions by the opposition," she said.

"We do believe that it is not too late for the Assad regime to commence with planning for a transition to find a way that ends the violence."

The opposition Syrian National Council, for its part, said only an opposition figure should lead a transition government if the regime falls.

A Council statement also said the uprising was "about to achieve victory against the murderous junta in power."

And Prime Minister Recep Tayyip Erdogan of neighbouring Turkey, which hosts the rebel leadership, said he was confident it was close to victory.

"The ruthless killings committed in panic in recent days show the world that the Syrian regime is on the road to oblivion," he said.

Activists and regime sources say government forces have reclaimed most of Damascus after a week of heavy fighting with rebels, who remain in the city but are planning a guerrilla strategy.

Clashes continued Tuesday, with the Syrian Observatory for Human Rights reporting at least 80 people killed nationwide, including 49 civilians, 26 soldiers and five rebels.

"At least seven civilians, including six children, were killed by regime forces shelling of the besieged town of Herak," south of Damascus, said the Britain-based group.

A video it distributed showed the bodies of dead children, including a young girl in a pink and white dress, lying on a blood-smeared floor, the faces of some of them covered in blood.

In Aleppo, the Observatory said helicopter gunships fired on the districts of Qadi Askar, Bab al-Hadid, Al-Katergi and Karam al-Jabal.

Meanwhile, Syria named General Ali Mamluk the new head of its National Security office in a shake-up after a bombing killed four top regime figures, an official told AFP.

"General Ali Mamluk, who was head of state security, is becoming the head of the Bureau of National Security, with the rank of minister, overseeing the entire security apparatus," said the source.

Also on Tuesday, UN peacekeeping chief Herve Ladsous arrived in Damascus, where the new head of a UN observer mission, General Babacar Gaye, was due later in the day.

"So we have to assess the situation with the whole team here," after the Security Council renewed on June 20 the mandate of the UN Supervision Mission in Syria for a "final" 30 days.

On the political front Syria also appeared to suffer a new blow on Tuesday as the head of its mission in Cyprus, Lamia al-Hariri, reportedly defected to Qatar, Arab television networks said.

If confirmed, Hariri's defection would be the second of its kind following that of Nawaf Fares who this month joined rebel ranks, renouncing his post as ambassador in Iraq.
