WAYNE, Pa., June 3, 2012 (GLOBE NEWSWIRE) ? 'Family Guy' creator Seth MacFarlane donates Carl Sagan's papers to Library of Congress (+video)

Jokes aside, his admiration for Sagan runs deep.

The Library of Congress announced Wednesday that, thanks to MacFarlane's generosity, it has acquired the personal papers of the late scientist and astronomer, who spoke to mass audiences about the mysteries of the universe and the origins of life. While MacFarlane never owned Sagan's papers, he covered the undisclosed costs of donating them to the library.

"All I did was write a check, but it's something that was, to me, worth every penny," MacFarlane told The Associated Press by phone from Los Angeles. "He's a man whose life's work should be accessible to everybody."

MacFarlane ? creator of "Family Guy," ''American Dad!" and "The Cleveland Show" ? met Sagan's widow and collaborator, Ann Druyan, at an event a few years ago that brought together Hollywood screenwriters and directors with scientists. They agreed to collaborate on a follow-up to "Cosmos," Sagan's acclaimed 1980 miniseries, with MacFarlane serving as producer. Astrophysicst Neil deGrasse Tyson will host the series, which is scheduled to begin production this fall.

MacFarlane said he watched "Cosmos" as a child and devoured all of Sagan's books.

"He was an enormous and profound influence in my life," MacFarlane said. "He played an essential role ? some would say the only role at the time ? in bridging the gap between the academic community and the general public."

A planetary astronomer and passionate advocate for science, Sagan contributed to a variety of NASA projects and conducted research on the possibilities of extraterrestrial life. He also studied climate change and the "nuclear winter" that could result from a nuclear war. He died in 1996 at age 62.

The papers ? contained in more than 800 filing-cabinet drawers ? include correspondence with other scientists, drafts of Sagan's academic articles and screenplay drafts for the movie "Contact," which was based on Sagan's novel. Also part of the collection: his grade-school report cards and a drawing he made as a child about the future of space exploration.

Druyan said Sagan would have been thrilled to see his life's work made available to the public.

"He was a citizen scientist," Druyan said by phone from her Ithaca, N.Y., home. "He really believed that science belonged to everyone, all of us. He was a 'small-d' democrat in the truest sense of the word."

The donation is part of a busy week for MacFarlane, whose first live-action film, "Ted," hits theaters Friday. While he's known more for crude humor than his interest in science, he hopes to push for a renewed commitment to space exploration. Although he's a liberal Democrat, he was impressed by Newt Gingrich's recent comments about establishing a colony on the moon.

"In the late '60s, they just assumed that would be a given, that things would continue to progress and that the space program would continue to evolve, and it was a no-brainer that we would have a presence on the moon by 2000," MacFarlane said. "We're so far away from that, and it should be embarrassing."

"Mr Euro" named Greek finance minister

ATHENS (Reuters) - Yannis Stournaras, an affable and well-respected liberal economist, was appointed Greece's new finance minister on Tuesday after the sudden resignation of the first choice for the job at a crucial moment for the debt-laden country.

The new conservative-led government scrambled to make a quick decision on the post after banker Vassilis Rapanos quit on Monday on the advice of doctors after spending four days in hospital with dizziness and abdominal pains.

His sudden resignation threw the government into confusion at a time when it faces the daunting task of trying to persuade sceptical international lenders to ease the harsh terms of a bailout that has enraged the population. ? With Greece weeks away from running out of cash and in desperate need of a minister to lead negotiations with lenders, party officials said the three ruling coalition leaders quickly agreed on Samaras's choice of Stournaras, 55, who is nicknamed "Mr Euro" in Greece.

He faces a difficult juggling act - pushing for more time and money from sceptical foreign lenders while coaxing reluctant officials at home to push through unpopular reforms.

"Stournaras is a serious, respected person who will inspire some confidence in the markets. But he is entering a bad government, where many old-style, spendthrift politicians are occupying key positions," said political analyst John Loulis.

"He will have to wage a hard battle against them. He is entering the wolf's lair and he won't survive without the prime minister's solid support."

An economics professor at the University of Athens and the head of the influential IOBE think-tank, Stournaras most recently was development minister in the caretaker government that led Greece to elections on June 17.

He is considered a liberal economist and an ardent supporter of structural reforms to open up the economy and make it more competitive - ideas that are likely to win him favour with international lenders exasperated with the slow pace of reform.

INEFFICIENT AND BADLY MANAGED

He was part of the team that negotiated Greece's entry to the euro in 2001, as chief economic adviser to former Prime Minister Costas Simitis. He later became CEO of Emporiki Bank, where he initiated its gradual sale to France's Credit.

That experience has opened him to criticism from some quarters. The anti-bailout Independent Greeks party said both he and his predecessor's experience was "stained by the scandalous era" of euro-zone entry and the use of swaps to lower debt.

People who have worked closely with Stournaras describe him as an affable economist who is well qualified to take on a role that is often dubbed the world's toughest job.

"He is accessible to even junior researchers at the IOBE economic think-tank that he heads," said one economist.

Stelina Hatzichristou, a researcher at IOBE, said Stournaras was adept at managing people and had a strong understanding and knowledge of the Greek economy, which has been ravaged by five years of crisis.

In a speech in April, he blamed Greece's "inefficient, one-size-fits-all, party-dominated and badly-managed public sector" for the country's woes together with tax evasion, social security fraud, high defence spending and bureaucracy.

He criticised the economic policy pursued by the previous Socialist government, saying it cut spending in the wrong way, while failing to slash red tape and boost competition.

"Laws were passed but not implemented," he said. He also complained about unjustifiable delays in privatisations.

It was unclear whether Stournaras would be ready for a European summit on Thursday and Friday, where Greece's demand to renegotiate the bailout and its off-track reform programme are likely to come into focus.

Samaras, who emerged from hospital on Monday with a bandage over one eye following eye surgery, will miss the meeting.

Instead, Greece is likely to be represented by outgoing Finance Minister George Zanias and President Karolos Papoulias.

Stournaras's biggest challenge in the days ahead will be to handle talks with the "troika" of EU, European Central Bank and International Monetary Fund lenders, who postponed a scheduled trip to Athens this week because of the illnesses of Samaras and Rapanos.

Greece needs its next tranche of aid to keep the state functioning beyond July, but the money is unlikely to be granted without a showdown with lenders angry that Athens wants to renege on austerity measures agreed in exchange for the financial rescue.

The bailout has prevented Greece from going bankrupt and suffering a humiliating exit from the euro zone, but it has also deepened a recession now in its fifth year, left one out of five Greeks jobless and caused violent protests in Athens.

Samaras's New Democracy party narrowly won the June 17 election against the radical leftist Syriza bloc which wants to tear up the bailout agreement.

Government set for Lords reform war

LONDON (Reuters) - After 100 years of haggling, the government aims to drag parliament's unelected upper house into democracy, laying out bold plans on Wednesday that could shake the Conservative-Liberal Democrat coalition to its core.

The Lords, where more than 800 aristocrats, political appointees and clergy flock to pore politely over new laws, stands as a relic from an age where power came from privilege, preserved only by disagreement on how to reform it.

"The coalition stands on the brink of an historic achievement," said Liberal Democrat leader Nick Clegg, the deputy prime minister.

"After more than 100 years of debates, cross-party talks, Green Papers, White Papers, Command Papers and a Royal Commission, we are finally introducing a bill to create a democratic and legitimate House of Lords."

By 2025, the government wants the membership of the upper house to fall to 450, with 80 percent of those elected, in stages, at the same time as members of the lower house.

An initial 120 elected members would be chosen at the next parliamentary election in 2015, the first time a member of the upper house will have been elected since it emerged in the 14th century.

WIGS AND ERMINE

The latest crack at overhauling the Lords, famous for its scarlet robes fringed with ermine fur, full-bottomed wigs and bright red leather seats, is serious business for the centre-left Lib Dems.

Britain's third party is desperate for something to brag about from a coalition partnership that has crushed its standing in opinion polls and forced it to sign up to many policies that it vehemently opposed in opposition.

However, pushing the reform through parliament may prove treacherous because many Conservatives in the fully elected Commons are deeply opposed to it. A defeat, an outside bet for now, could be fatal for the coalition.

"I'm totally against Lords reform. We think that it works fairly well as it is at the moment, and that the level of expertise in the Lords could never be replicated in an elected chamber," said Conservative lawmaker Philip Davies.

Giving a taste of the battle ahead, an aide to Conservative leader Prime Minister David Cameron warned the party to get in line, saying voting against the reform would be "an interesting career move".

The spectacle of the current Lords - who once had the power to veto budgets but now play second fiddle to the lower house - scrutinising the blueprint for their own downfall will also offer a bizarre sideshow to the tussle.

Under the proposals, the role of the upper house in reviewing bills would not change, nor would it challenge the primacy of the Commons.

Its distinctive mandate would stem from the fact that most of its members would be elected for 15-year terms under a proportional system different from the winner-takes-all system used for lower house elections, and represent larger constituencies. A fifth of members would be appointed by an independent commission on the basis of particular expertise.

LOWER HOUSE UNDERMINED?

But some argue that the new upper house could eventually threaten the power and purpose of the lower house if its members were chosen by the public.

"These proposals will completely undermine the authority of the Commons and sweep away the grounds on which that authority is based," said John Reid, a Labour peer who held ministerial posts as an elected member of parliament in Tony Blair's government.

"Anyone who believes they can introduce a new chamber of elected senators with a term three times as long as MPs', and constituencies much larger than MPs', without that becoming the superior house is deluding themselves."

Labour opposition politicians, although broadly in favour of change, are licking their lips, spying an opportunity to make mischief and put pressure on the coalition as the bill passes through parliament over the coming year.

The longer Labour can keep the proposals trapped in the parliamentary maze of revisions, votes and debates required to pass it into law, the more painful and damaging the process could prove for the coalition parties.

But a Labour source who declined to be named dismissed suggestions that the opposition's desire to extend the bill's timetable was intended to cause havoc.

"(Labour leader) Ed Miliband has made very clear that we want to see this get through the (House of) Commons, we want to see this get to the Lords. He's said quite clearly we will not kill this bill ...

"This is a piece of significant constitutional reform. We have to make sure it has the proper length of time to be debated on the floor of the houses of parliament."

Islamist joy as Morsy elected Egypt president

CAIRO (Reuters) - Islamist Mohamed Morsy was declared Egypt's first freely elected president on Sunday, sparking joy among his Muslim Brotherhood supporters on the streets who vowed to wrest more power from armed forces reluctant to cede ultimate control.

But many Egyptians, and anxious Western allies, urged Morsy to work fast to repair a country economically stricken and bitterly divided since the overthrow of Hosni Mubarak fractured the police state which had suppressed dissent for decades.

Morsy defeated former general Ahmed Shafik in a run-off last weekend by a convincing 3.5 percentage points, or nearly 900,000 votes, taking 51.7 percent of the total, officials said.

The announcement ended a week of angry disputes over the count in the poll to replace Mubarak, pushed aside by his fellow officers 16 months ago to appease the Arab Spring revolution.

In his first address to the people, many of whom voiced fears of Islamic law and a threat to secular traditions, Morsy insisted: "I am today a president to all Egyptians.

"There is no room now for the language of confrontation," he said. "This national unity is now the route Egypt must take to move itself beyond this difficult period."

The military council which has ruled the biggest Arab nation since February 11, 2011, curbed the powers of the presidency by decree last week, meaning the head of state will have to work closely with the army on a planned democratic constitution.

The generals say they want to hand over to civilian rule but are plainly set on defending their privileges and suspicious of the ability of Egypt's fragmented, and long oppressed, political movements to establish a stable constitutional democracy.

Calling it a "milestone in their transition to democracy", the United States, the army's key sponsor and also long wary of the rise of political Islam, joined other Western powers in congratulating Morsy and calling on him to form a government of national unity that would respect all Egyptians' civil rights.

BROTHERHOOD WANTS MORE

Brotherhood officials, speaking as supporters turned Cairo's Tahrir Square into a roaring sea of flags and chants of "Allahu akbar!" (God is greatest), said they would press on with protest vigils to demand that the ruling military council cancel this month's dissolution of the Islamist-led parliament and a decree which gave the generals powers that will restrict the president.

"Morsy is the first truly democratically elected president in Egypt," the Brotherhood's Yasser Ali told Reuters. "He has the legitimacy and will sit down with the military council and all the political forces to resolve the outstanding issues."

"Speak! Have no fear! The military must go!" crowds chanted on Tahrir Square, seat of the revolt. But like Morsy, other officials in a movement that opposed Egypt's army for six decades and was the inspiration for Islamist parties across the region, said they wanted to avoid outright confrontation.

There were some isolated scuffles in parts of Cairo between rival groups. Several hundred Shafik supporters in the middle-class suburb of Nasr City chanted "Save Egypt! The Brotherhood will destroy it!", while soldiers tried to keep traffic moving.

Field Marshal Hussein Tantawi, who heads the ruling Supreme Council of the Armed Forces (SCAF), called to congratulate the 60-year-old Morsy on his victory, state television said.

How these two men cooperate will determine Egypt's uncertain path from revolution to democracy and its relations with wary Arab and Western allies: Tantawi was Mubarak's defense minister for 20 years and has been close to the Pentagon; Morsy, jailed more than once under the old regime, has a doctorate in engineering from the University of Southern California.

"We thank God for reaching this historic moment, this luminous moment which Egyptians achieved by their own hands, their blood, their tears and their sacrifices," Morsy said, calling his election a "victory of the national will".

DISMAY FOR DIEHARDS

Those who voted for Shafik as a bulwark against a religious rule that they fear will mean intolerance and alienation from the West were fearful: businessman Maged Abdel Wadud, 45, who had gathered with others at a hotel hoping to greet a victorious Shafik said: "This is a very bad day for Egypt.

"I am so, so upset. I can't imagine this man becoming a president of Egypt. This is the beginning of the end for Egypt."

Some of those backing Shafik accused the military council and Tantawi of "selling out" to the Brotherhood. But a source close to the council itself insisted the election had been entirely fair, in contrast to those under Mubarak.

Describing it as "a true example of democracy to the world" the military council source stressed the pressure was now on Morsy to take responsibility - something many think might backfire on the Brotherhood if Egypt remains in crisis:

"The onus now is on the new president to unite the nation and create a true coalition of political and revolutionary forces to rebuild the country economically and politically," the source said. "The world is now watching the new president."

WESTERN CONCERN

Western powers, and Israel, have been concerned about the Islamist turn in Egypt. But Washington and Europe, both big aid donors, have also pressed the military to accept democracy, while urging the Brotherhood to respect all Egyptians' rights - notably those of women and the large Christian minority.

A White House spokesman, naming women and Christians as important interest groups said: "It is important for President-elect Morsy to take steps at this historic time to advance national unity by reaching out to all parties and constituencies in consultations about the formation of a new government."

The British and French governments echoed that sentiment.

In Israel, at war with the Brotherhood's Palestinian offshoot Hamas, Prime Minister Benjamin Netanyahu said he "respected" the democratic outcome in Egypt and expected to continue cooperation under the two states' peace treaty.

Morsy, in a televised statement behind a presidential crest, said he would honor all international treaties, while not mentioning the Jewish state by name in a speech punctuated by religious language never used by his secular predecessor.

In Hamas-run Gaza, where Palestinians hope Morsy may end Cairo's cooperation with an Israeli blockade, celebratory gunfire rattled across the crowded coastal territory.

Iran, which is at odds with most Arab states, welcomed what it called an "Islamic awakening" in Egypt.

A senior Western diplomat in Cairo called it "a triumph over the politics of fear and prejudice" and said: "The Muslim Brotherhood are far from a perfect organization, but Morsy's election represents a genuine result for the revolution."

He said he did not expect the movement to push its complaints so far as to provoke the military to hit back hard: "The Muslim Brotherhood will take what they've got - a prize unimaginable to them 18 months ago," the diplomat said. "An imperfect presidency is way better than none at all.

"It's part of the new and delicate act of political compromise, part of Egypt's new cohabitation."

LIBERALS CAUTIOUS, CHRISTIANS GLOOMY

Half of those who voted in last month's first round of the election backed neither Morsy nor Shafik and many who voted in the run-off voted negatively - either against Morsy's religious agenda or against Shafik as a symbol of military rule.

"We voted for Morsy reluctantly to prevent Shafik from getting in because if he were president, we would all be hanged," said Mohamed Abdel Latif, 28, a youth activist in the second city of Alexandria. "From today, we will oppose Morsy.

"The Brotherhood must remember that they won because of us and they shouldn't repeat the mistakes of the past."

Hamdeen Sabahy, the secular leftist who finished a close third behind Shafik in the first round, called on Morsy to "swiftly form a national presidential administration and a government that expresses national reconciliation".

Shafik, a former air force commander and Mubarak's last prime minister, offered his congratulations and said he was willing to serve in Morsy's administration if asked.

He had the support of many in Egypt's 10-percent Coptic Christian minority, many of whom reacted gloomily to the outcome. Ehab Aziz of the Coptic American Friendship League said fellow Christians were worried they would face special taxes, as some interpretations of Islamic law suggest for non-believers.

Joe Fahim, 29, a Christian in Cairo, said he felt "apathetic", adding: "For most Copts though, it's doomsday."

MORSY TO STRUGGLE FOR CONTROL

Analysts warned that Morsy may struggle to bring Egyptians the stability and prosperity they yearn for after stagnation and corruption under Mubarak, followed by 16 months of crisis.

"President Morsy will struggle to control the levers of state," Elijah Zarwan, senior policy fellow at the European Council on Foreign Relations, said in Cairo.

"He will likely face foot-dragging and perhaps outright attempts to undermine his initiatives from key institutions. Faced with such resistance, frustration may tempt him to fall into the trap of attempting to throw his new weight around," Zarwan told Reuters. "This would be a mistake.

"His challenge is to lead a bitterly divided, fearful, and angry population toward a peaceful democratic outcome, without becoming a reviled scapegoat for continued military rule."

Morsy has promised an "Egyptian renaissance with an Islamic foundation". Yet the stocky, bespectacled party official appears something of an accidental president: he was only flung into the race at the last moment by the disqualification on a technicality of Khairat al-Shater, the group's preferred choice.

With a stiff and formal style, Morsy cast himself as a reluctant latecomer to the race, who cited religious fear of judgment day as one of his reasons for running. He struggled to shake off his label as the Brotherhood's "spare tire".

Questions remain over the extent to which Morsy will operate independently of other Brotherhood leaders once in office: his manifesto was drawn up by the group's policymakers. The role Shater might play has been one focus of debate in Egypt.

Turnout was only 51.8 percent of the 50 million-strong electorate, slightly up on the first round but indicative still of a nation unused to having its voice heard without risking punishment and uncertain of the worth of the candidates.

Among health insurance entities, including health plans, medical management companies and third-party administrators (TPAs), a continuing objective is to reduce costs, improve quality, and meet rigorous accreditation and regulatory compliance standards. This challenge is especially true when it comes to reviewing the medical necessity of service requests, including pre-authorizations as well as member and provider appeals.

AllMed Healthcare Managements recent webinar on physician review business process outsourcing (BPO) provided an excellent example of how payer organizations are increasingly turning to specialty BPO organizations like IROs and delegating medical decision making functions that used to be done by internal medical staff. In presenting this example of BPO innovation, AllMed cited several important reasons why health plans are moving in this direction. In particular, physician review business process outsourcing allows health plans to reduce costs, scale their resources up and down with variable volumes, and allocate their medical directors to higher value-added tasks.

Health plan medical directors are often called upon to review pre-authorization and appeals requests, which reduces the time they can devote to the oversight of quality, compliance and clinical operations functions, said Andrew G. Rowe, CEO of AllMed. Given the compensation levels of these professionals, it makes more sense to outsource routine medical review tasks and redeploy medical directors where their higher-level expertise is of most value to the organization.

Given this shift in thinking about how best to utilize internal medical staff, leading IROs have evolved and can now function as full service business process outsourcing partners for a health plan as it relates to medical decision making. High-performance IROs have developed an integrated portfolio of services that are delivered through web-based technology platforms. The IRO can now reduce and/or balance workloads inside the health plan, lowering costs and improving productivity in ways not possible before, Rowe added.

One such plan that recognizes this is Cambia Health Solutions, which operates BlueCross and/or BlueShield health plans in four western states, serving nearly 2.5 million members. The Regence affiliated companies have fully integrated their IRO (AllMed) into their clinical decision-making operations as a BPO partner. But choosing the right IRO partner requires solid due-diligence, Mera would say, confirming that the partner needs to bring together all the cross-functional disciplines and expertise in physician recruiting, credentialing, training, quality assurance and compliance. Further, the full-service IRO should offer a solution that is highly optimized and integrated into the health plans clinical decision-making workflows. In the end, such a solution must be faster, better, and cheaper than what a health plan can develop and maintain on its own, he added.
