(AP) ? A Shiite extremist group handed over a simple wooden casket containing the remains of the last U.S. soldier missing in Iraq, a prominent Iraqi lawmaker said Monday, drawing a close to a case that has anguished the American's family since his 2006 disappearance.

Shiite lawmaker Sami al-Askari, a close ally of Prime Minister Nouri al-Maliki, said the remains of Staff Sgt. Ahmed al-Taie were turned over last week as part of a prisoner exchange agreement between the Iraqi government and the militant group Asaib Ahl al-Haq.

The Pentagon confirmed Sunday that it had recently received remains that were verified as al-Taie's. But al-Askari's comments provide the first confirmation that Asaib Ahl al-Haq, an Iranian-backed insurgent group, was responsible for the 2006 kidnapping of al-Taie after the Iraqi-born soldier sneaked out of the heavily guarded Green Zone in Baghdad to visit his wife and family on a Muslim holiday.

Al-Askari said Asaib Ahl al-Haq last week acknowledged killing al-Taie within a year of his October 2006 abduction. He said he did not know exactly when al-Taie was killed.

In an interview with The Associated Press, al-Askari said he supervised the negotiations for al-Taie's body and was present when Asaib Ahl al-Haq turned over a simple wooden casket containing the remains to Iraqi authorities on Feb. 22. He said the casket was immediately transferred to the U.S. Embassy in Baghdad.

"The Iraqi authorities did not open the casket, which was not heavy," al-Askari said. He said the negotiations for al-Taie's body had been taking place "for a while."

Al-Taie moved to the United States at age 12 after his family left Iraq in the late 1970s, when Saddam Hussein was ascending to power. His family described him as a pilot and airplane mechanic who lived with his parents in Ann Arbor, Mich.

He met his wife during a trip to Iraq shortly after Saddam's fall from power in 2003. In December 2004, he joined an Army reserve program for native speakers of Arabic and other strategic languages, and deployed a year later to Iraq, where he worked with a Provincial Reconstruction Team in Baghdad until he was kidnapped in 2006.

At the time he was seized, kidnappings for ransom or political motives, mostly of Iraqis but also many foreigners, were common. The February 2006 bombing of a Shiite mosque by Sunni insurgents caused retaliatory bloodshed to spiral, and death squads roamed Iraq's streets.

Al-Taie's relatives say he often met secretly with his wife at her family's home despite warnings that he was in danger of being kidnapped.

After al-Taie disappeared on Oct., 23, 2006, American commanders immediately launched a massive manhunt for him. About a week later, a family member received a ransom demand and was shown a grainy video on a hand-held device of a man whom extremists claimed was al-Taie.

Relatives demanded better proof, and negotiations with various intermediaries lasted for years. Al-Taie was last seen four months after his abduction in a video posted on the Internet by a Shiite militant faction called the Ahl al-Bayt Brigades, which is linked to Asaib Ahl al-Haq.

Asaib Ahl al-Haq, or Band of the People of Righteousness, is a Shiite militant group in Iraq. It generally relies on Iran, the regional Shiite power, for support, including around $5 million in cash and weapons each month, according to Iraqi and U.S. intelligence officials. Officials believe there are fewer than 1,000 Asaib Ahl al-Haq militiamen, and their leaders live in Iran.

The Pentagon has said it recently received remains that have been confirmed as al-Taie's at the U.S. military mortuary in Dover, Del. It offered no details, and the U.S. Embassy in Baghdad referred questions Monday to the Pentagon.

A U.S. official with knowledge of the situation said al-Taie's body arrived in Dover Feb. 25 and his family was notified early on Feb. 26. The official spoke on condition of anonymity because the sensitivity of the details of family notification.

Al-Askari said al-Taie's remains were handed over as part of an amnesty exchange agreement with Asaib Ahl al-Haq, under which the group will not face criminal prosecution or penalties if it disarms or turns over prisoners.

"There will be no persecution or legal measures against the Asaib people in the case of al-Taie," al-Askari said.

Al-Taie's uncle, Entifadh Qanbar, expressed resigned dismay Monday that al-Taie's killers might not be punished, but said he had not yet been notified by any government about the circumstances surrounding the killing.

"I have to see the details but I don't think a murder should stand without the law taking place," Qanbar said Monday in a telephone interview from Dubai, United Arab Emirates. "Everybody who commits murders should face court."

He indicated that Iraqi authorities should take responsibility for prosecuting the killing. "I don't know if the United States could do anything without the Iraqis," Qanbar said.

In our review of PlayBook 2.0, we were eager to check out how well Android apps worked on the platform, and one of the first we reached for was the Dolphin HD browser. Curiously enough, it turns out Dolphin's makers MoboTap had no idea their app was available via BlackBerry's App World. The discovery came after we were notified by developer Steve Troughton-Smith that Dolphin HD had been submitted to App World by white label store Handster (owned by Opera). We reached out to MoboTap who confirmed they didn't authorize any submission by Handster, with a spokesperson telling us "We do not condone Handster submitting our Dolphin Browser app to BlackBerry's App World for us and are currently working to take it down and assure Handster will not submit our app for us again. We will assess developing for BlackBerry when the time is right." Dolphin HD may be a free app, but the question remains: why is Handster submitting it without permission? Has your app been submitted to App World without your knowing?

Update: We have contacted Handster's press department for comment, but no response at this time.

How to close America's financial literacy gap | The Great Debate

In an election year, many issues vie for our attention. Complex matters like healthcare, social security, and taxes ? that inspire endless opinions but have no easy solutions ? are debated daily. One issue that we should all agree on without any debate: the need for financial education in schools. As a country we are failing in financial literacy. We owe it to our children to provide them with the best opportunity for a brighter financial future. By giving them a stronger grasp of the basic principles that can help them achieve their dreams ? and avoid financial nightmares ? we can?help our nation as well.

Americans, on average, were able to correctly answer just three of five questions about fundamental financial concepts, according to a FINRA capability study. And less than 25 percent of students say they are prepared to deal with the financial challenges that await them in the real world. Yet while Treasury Department research shows that high school graduates in states that mandate financial education have higher savings rates and a greater net worth than graduates from states without financial education, only 12 states require that students take a personal finance course to graduate.

It?s up to all of us ? parents, schools, government, private sector, and public sector ? to give students the tools they need to succeed. We must take steps to ensure that our kids remain competitive and prepared for the future.

First, financial education starts at home. But parents are often uncomfortable talking to their kids about money, in part because many of them lack confidence in their own financial acumen. For many parents, it?s easier to talk to their kids about sex, drugs, and alcohol. Here are some easy things we can do as parents to reduce the discomfort and start the conversation:

  • Use everyday experiences to talk about money. For example, use tax season as a reason to talk to kids or engage them in the process of budgeting for vacations.
  • Talk to your kids about money by using milestones like saving for something special.
  • Tell them about money mistakes you made when you were younger and what you?d do differently now.

Second, schools need to start making financial education a priority. Studies show that teachers want to provide personal finance instruction, but relatively few of them ? only 20 percent ??believe they have the capability to teach it. Today, 38 states may or may not be teaching the next generation about basic financial concepts, which are critical life skills they will need as adults. There are tools to help schools and teachers. For example:

  • Non-profits like the Council for Economic Education are training teachers around the country, giving them effective ways to reach children in grades K-12 about personal finance topics, such as saving and investing.
  • Jump $tart Coalition has an entire database of free financial education resources for teachers and parents. There are game sites like http://financialentertainment.org/ that have award-winning games, for both adults and kids, to teach such financial fundamentals as budgeting, interest rates, and saving.

Third, we need the commitment of the public and private sectors to bring about lasting change. Discover is making a $10 million investment to bring financial education to high school classrooms across the country through a program called Pathway to Financial Success. Over the next five years, we will offer grants to public high schools that adopt and measure a financial education curriculum. The program will work to prepare teachers across the country through the network of the Council for Economic Education, which trains thousands of teachers annually. We are also working with President Obama?s Council for Financial Capability and are planning to involve other corporations in this effort because we believe public-private partnerships are essential to address this problem.

When we teach kids about personal finance, we are giving them the ability to make good choices ? a foundation on which they can build. We must help our kids understand, especially in the midst of difficult economic times, how to make sound financial decisions.

There is no debate. Providing financial education in schools will be of enormous benefit to our country immediately and will certainly help minimize financial pain in the future.

The big news (if true) is the "A5X" silicon, suggesting we'll see an incremental enhancement rather than the wholesale revolutions evident in the A4 and A5 chips that accompanied its predecessors. The SoC (with the Apple logo, to the right of the two Hynix memory modules) carries a date-stamp of 1146, suggesting it was produced in the 46th week of last year. Of course, now that we're getting so close to the actual event, whatever Tim Cook whips out on stage will never match whatever we'd conjured up on our own hearts: so try to dampen down that rampant excitement because we've still got 17 days left to wait.

A wine trip through Germany includes stops at historic wineries, such as Maximin Gr?nhaus near the town of Trier.

I blame it on the fact that I grew up in Texas. By which I mean, at some point it occurred to me that driving from Ch?teauneuf-du-Pape, one of France?s greatest wine regions, to Piedmont, one of Italy?s greatest wine regions, would be only a slightly longer trip than driving from Houston to Dallas. (Not to mention that at the end I?d be in Piedmont, a more appealing place than Dallas.) After that, the mental dominoes fell into place: What if I flew to Europe and hit the road, visiting five iconic wineries, in five great wine regions, in five different countries, in five days: the Priorat in Spain, Ch?teauneuf, Piedmont, Germany?s Mosel and finally Austria?s Wachau. I?d visit five legendary wineries, and I?d also have the pleasure of founding an entirely new pursuit ? extreme wine tourism ? in the process.

Mile 0: Spain

My starting point was Alvaro Palacios?eponymous winery in Spain?s Priorat. The Priorat, about an hour-and-a-half southwest of Barcelona, is a steep, severe place that produces some of Spain?s most sought-after red wines. People have grown grapes here for hundreds of years, but the region only recently came to prominence.

Palacios was one of the small group of winemakers that recognized the Priorat?s potential back in the 1980s, and he is now its most famous producer. His top wine, one of Spain?s greatest reds, is called L?Ermita. The grapes come from a single, old, steep vineyard in the shadow of a 16th-century hermitage (it?s still in use; apparently, there?s even a waiting list to be the resident hermit). L?Ermita is a stunning expression of Grenache, a grape that reaches a pinnacle in the Priorat. ?It?s one of the few grapes that can transform heat and aridity into something vibrant and refreshing,? Palacios said.

As I walked that morning in L?Ermita?s vineyard, there was certainly no lack of heat and aridity. With each step, I crunched through gravelly schist, kicking up red and brown dust; the sun was fierce. Palacios farms L?Ermita with mules, as the slope is too steep for tractors. As I hiked back up the slope, sweating, I felt fortunate not to have their job.

Palacios? winery is a spare, modernist structure, its big glass windows looking past the town of Gratallops to hills scored by the terraces of old vineyards. We tasted a number of his wines, ending with the 2009 and 2010 L?Ermitas, which cost roughly $800 a bottle. The ?09, from a warm year, was a study in power, with immense tannins under its dark fruit; the ?10 was even better ? extravagantly aromatic, perfectly balanced. They were both wines to sit with and ponder; wines for long, lingering, unhurried reflection. Instead, I checked my watch. ?Uh-oh,? I said. ?I?m sorry, Alvaro. I?ve got to get out of here!?

Mile 359: France

The drive from the Priorat to Ch?teauneuf-du-Pape takes you from dusty and scruffy (Gratallops) to drab and industrial (the northern outskirts of Barcelona) to sunlit and idyllic (France?s Mediterranean coast). Four hours in, I was sailing along the E15 past N?mes, under a glorious Proven?al sun. To my right was the pastel-blue Mediterranean; to my left, maniacal French drivers, rocketing past me with fine Gallic disregard, even though I was doing 90 miles per hour.

Ch?teauneuf-du-Pape shares three important things with the Priorat: the sun, the Mediterranean and Grenache. The Priorat is a hardscrabble, impoverished region, despite the success of its wines; in contrast, the southern Rh?ne Valley, home to Ch?teauneuf, feels like an extension of Provence, all sparkling light, picture-postcard villages and gentle hills. The place is charming, not harsh. If a local farmer from the Priorat were to wake up here, he?d think he?d gone to heaven. At least until he realized everyone was speaking French.

I spent the night at a bed-and-breakfast; the next morning, I drove to Ch?teau de Beaucastel, one of the greatest producers of Ch?teauneuf-du-Pape. Marc Perrin, a lanky 41-year-old whose family owns Beaucastel, looked surprisingly relaxed ? surprising since it was the middle of harvest and his wife had had a baby three weeks before. ?I?m not getting much sleep,? he admitted.

Beaucastel, unlike Palacios, is open to visitors by appointment, and the Perrins also own L?Oustalet, a tree-shaded restaurant with a great wine list in the nearby town of Gigondas. I had a superb alfresco lunch there with Perrin, but even so, the transcendent moment of this visit for me was back at the winery, tasting five vintages of Beaucastel?s great Ch?teauneuf-du-Pape. We tasted the 2009, 2008, 2001, 2000 and 1990. All were remarkable, but the 1990 soared above the rest. It had a transparent, dark ruby hue, with a tremendously complex flavor that kept sounding different notes: truffle, sandalwood, black cherry, cured meat, a little bit of black olive.

?There have been vines growing here since Roman times,? Perrin told me, ?but my family purchased the estate in 1909. We?ve been organic since 1950, and working biodynamically since 1974, but we never claim it on the bottle. It?s like something my uncle used to say: ?Some people go to church just to be seen at church, and others go simply because they believe.??

Mile 676: Italy

Heading north out of Ch?teauneuf-du-Pape, I skipped the rest of the Rh?ne ? St-Joseph! Hermitage! C?te R?tie! Oh well! ? then stopped for croissants and coffee at a bar overlooking the Is?re River in Grenoble. From there, the road curved up into the Alps, then down into Italy and to Piedmont.

I?ve always harbored a fantasy of moving to Piedmont, so it was extremely convenient to find that the 17th-century castle at the top of the hill in Castiglione Falletto, next door to the Vietti winery, was currently for sale, according to Vietti?s Luca Currado. (nebbiais Italian for fog; hence, Nebbiolo). ?In Tuscany, they have ?under the Tuscan sun,?? he said with a shrug. ?In Piedmont, we have ?under Piedmontese fog.??

?I?m still blown away by that castle being for sale,? I said.

?You know, in old times, the owner of a castle had the right to spend the first night with the bride of anyone who got married in the village,? Currado said thoughtfully. ?I don?t think that?s the case anymore, though.?

Mile 1,191: Germany

StarLite Film Festival Screenwriting Panel | IDEAS Orlando

A few weeks ago I was invited to sit on the Microbudget Screenwriting Panel for the StarLite Film Festival. The festival was held in historic downtown Winter Garden at the beautiful Garden Theatre. The panel consisted of six screenwriters with varied backgrounds and was moderated by movie critic Roger Moore. The panel began with a brief background description of each writer and then moved forward into the main topic: writing screenplays for microbudget films. Each writer had a different approach on how to get from beginning to end, but we all agreed that on some level the budget drives the script.

It is my opinion that it is extremely important not to limit your creativity when writing, but to be realistic about what can be accomplished within budgetary constraints. Creativity isn?t restricted by budget, rather budget can challenge and push you to be more creative within your writing. By addressing your limitations, you can be more concise and effective while developing your script. Most of the writers on the panel agreed with this view and acknowledge that if you write outside of your budget, you will not have a movie. It is better to start with budget in mind, then innovate, stretch and bend your ideas to fit within those boundaries.

Being the solitary person on the panel to have only written a short film (and a feature in the works), I was asked many questions involving my time at Full Sail University, where I graduated from in 2010. It isn?t a secret that many student writers and filmmakers fail to understand budget. Fortunately, the two final projects at Full Sail, 16mm Film and 35mm Film, are teacher advised and student run. The script is developed by students, pitched to producers, and brought to life by the crew. Everything must fit within the budget? or else it doesn?t happen. Students buy the props, negotiate deals, build the sets, supply daily catering, manage locations, fill out the paperwork, cast the actors, then shoot and edit the film. If more money is needed, the students must find a way to secure more funds. Because of this education, I learned quickly how to write within my budget. My best learning came when shooting on location. With travel time, setup time, and filming time, our crew was only able to pull off about half of the shots we could have if we were on set. A piece of advice that I shared with the panel was that ?you?re not going to get twenty locations in a short, let alone a small feature.? Keep the locations close and give yourself ample time to setup and shoot. If you don?t, it will be a waste of time and a waste of your budget.

It was a delight to speak at the StarLite Film Festival about my filmmaking and screenwriting experiences. If asked again to participate in a panel discussion, I would say yes in an instant. It was a learning experience for the audience and screenwriters alike, and a great way to network personally with an eclectic group of filmmakers.

W.Va. AG launches mortgage settlement project (AP)

CHARLESTON, W.Va. ? West Virginia officials are launching a project to help homeowners get relief stemming from a nationwide mortgage settlement.

To help with the settlement, state Attorney General Darrell McGraw's office has launched "Project: Save Our Homes."

The $25 billion settlement between states and five mortgage lenders over foreclosure abuses was announced last week.

The banks will make cash payments to those who experienced foreclosure abuses from Jan. 1, 2008 to Dec. 31, 2011. Under the agreement, the banks also will modify loan terms and provide other relief to home borrowers. The banks are Bank of America, JPMorgan, Chase, Wells Fargo, Citigroup and Ally Financial.

McGraw says homeowners who believe they might be eligible for relief or have mortgage issues with banks should contact his office's consumer hotline at 1-800-368-8808.

What's new in the world of romance? ? Single Shot Seattle

Incredibly, it?s February 14 today, otherwise known as International Quirkyalone Day. And oh, yeah, Valentine?s Day. To celebrate the holiday, I thought I?d throw out a few of the (hundreds) of fun stats and news items that have been stacking up in my email box since, oh?I don?t know, Christmas.

  • 38% of people would buy themselves a sex toy because they?re single on Valentine?s Day
  • 80% of people believe they will be getting lucky this Valentine?s Day; less than 50% of people had good luck last year
  • 40% of women want to try something new and kinky this Valentine?s Day

?Hmmm ? am wondering if? ?new and kinky? might include ?leaving the lights on.?

Regarding sex and relationships in general ?

  • 85% of women surveyed own a sex toy
  • More than 40% of people in a long-term relationship (3+ years) have sex at least twice a week
  • 57% of people in a new relationship (less than one year) talk about sex every day
  • For better sex in 2012, 37% of men would be willing to gain 10 pounds but only 10% of women are willing to pack on the pounds for better sex

Wait, you can have better sex by gaining 10 pounds? Bring on the chocolate!

I made some more rustling noises with the chips but you didn?t look over, I started really going at it with a couple of Doritos bags hoping maybe you?d come investigate but you still didn?t look and walked out. I was going to follow you but I was unfortunately and unlawfully detained by a Walgreens employee before I could get out. Maybe we could meet at the High Tide some time?
